In September 2021, the Department of Industry and Information Technology of Jiangsu Province issued a notice to implement the *Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises*, enhance the specialization, refinement, differentiation and innovation capacity of SMEs, and advance the cultivation plan for "Little Giant" enterprises.
In accordance with the *Three-Year Action Plan for the Upgrading of 1,000 Enterprises in Jiangsu Province (2020–2022)* and the *2021 Work Plan for Improving the Quantity and Quality of Small and Medium-sized Enterprises*, the Department organized the 2021 application and registration for the 1,000-Enterprise Upgrading Program.
Focusing on 16 advanced manufacturing clusters and key industrial chain links across the province, the program targeted specialized and sophisticated SMEs, high-tech enterprises, competitive growth-oriented enterprises, technology-based SMEs, and new-economy enterprises, encouraging applications from enterprises with core technologies, strong growth potential, high specialization, strong innovation capabilities, and distinctive products and services.
Tianlang Defense completed its application for the 2021 1,000-Enterprise Upgrading Program by the end of September and has now been officially approved and included in the cultivation database.Inclusion in the database is a prerequisite for the cultivation and recognition of provincial-level and above specialized, sophisticated, differentiated and innovative "Little Giant" enterprises.
All candidates for such recognition at or above the provincial level will be selected and recommended from enterprises in this database.
